Anyone with any military sense knows that you make plans of all kinds and submit them so there are options. I bet they've got plans on what kind of ground forces they'd like to send in if they'd want to "storm" it, or what kind of special ops style entries they could do. Having a plan to drop a nuclear bunker buster on them is a big "duh" to me and no biggy. I mean we've got that bomb of course we'll figure out ways to use it and suggest them when they might work.
