San Francisco: New Business Tax

Several nonprofit and labor groups are drafting a ballot measure that would reinstate a gross receipts tax on San Francisco businesses in hopes of raising about $65 million annually. The tax would be based on a business’ overall revenue.
San Francisco eliminated its gross receipts tax in 2001 to settle a lawsuit brought by several large companies who argued that the city’s use of both a gross receipts tax and payroll tax — and having companies pay whichever was higher — was unconstitutional.
