		<description>Yes, of course.  To paraphrase realistically, this guy is saying the (Canadian) government took a system that had some fixable problems and screwed it up completely, so before the screw-ups become more noticeable than they already are we need to "fix" the system again.

Hey, makes sense to me!  Trust your guvmint to keep on trying no matter how many tries it takes, and no matter the real-world consequences of each of their screw-ups.
