Or maybe the admin is starting to combine their promise of "jobs created or saved", and count these non-existent jobs twice, once for "saved" and once for "created"?  How clever of them, since the traditional approach of counting honestly hasn't worked.

Or maybe Duh-1 should think of his pimple sidekick as the USPS, and consider using the educational equivalent of Fed-X and UPS for his stimulus package.  After all, USPS, by Duh-1's own admission, doesn't work very well, and neither does his hoof-in-mouth compadre.</description>
