Now that its been recognized even by environmental groups that the oil slicks off Santa Babara are natural seeps and that by slant drilling from shore based facilities with out those nasty offshore platforms could potentially abate or even end the State of California's debt with royalties paid by the evil oil and drilling companies, the State Of Cailfornia's Land Use agency still vows to prevent it.</description>
