		<description>Well, you see, in California the normal laws of simple mathematics don't work like they do anywhere else (except D.C.).  If you have $10 and want to spend that $10 and $2 more because this new social program sounds just so wonderful and it's for the kids and all and the economy is just zipping right along and it always will 'cause you see we're Californians (or elected officials) and all so let's do it 'cause it's really worthwhile and the economy will never go south and so we'll get the project real cheap if we do it now and besides it's for the kids and...

And that, boys and girls, is reality to a liberal.  Or a Frenchman.</description>
