Nor is there anything at all that authorizes any branch of the government to mandate people buy anything.

I agree with you in theory but theory is as far as that works.

There is nothing in the Constitution which gives the federal government the power to mandate health insurance, but states can do so under police powers.

Why is mandatory insurance in the PUBLIC interest and public good? If an injured or ill uninsured person shows up at a provider, unless they are willing to deny care it MUST be paid for.

An individual mandate ensures there is no conflict between the moral imperative of providing lifesaving care and the means to pay for it. Borrow money for a new car or house and you are required to have insurance. But there's no free market for lifesaving care.

George HW Bush proposed a catastrophic health care mandate. That would be a good idea at state level. If someone gets care without having insurance - fine and or jail.

This would not nor should apply to routine care which could be solved with retail medicine, nonprofits, health FSAs, and payment plans.

It definitely conflicts with individual liberty, but so does death. If as a society we have the stones to say NO, DIE then there's no need for any mandate.
