California’s Illegal Immigration Crisis: Republican Leaders Introduce Proposal

Senators Hollingsworth and Morrow and Assemblymen Haynes and Wyland Unveil Illegal Immigration Proposal

SACRAMENTO – State Senators Dennis Hollingsworth (R-Murrieta) and Bill Morrow (R-Oceanside) and Assemblymen Ray Haynes (R-Murrieta) and Mark Wyland (R-North San Diego County) unveiled a proposal to address the emerging illegal immigration crisis.
“Illegal immigration continues to be a problem in California,” said Senator Hollingsworth. “It taxes the state’s vital resources including public safety, health care and education.”
Several parties have asked Governor Schwarzenegger to proclaim a state of emergency over illegal immigration. However, other analysts have expressed concern that state law is vague and may not authorize the Governor to make a proclamation for this purpose. Yesterday, Governor Schwarzenegger issued a letter that states “my power to issue a declaration of emergency is limited under the Emergency Services Act and statutory change would be required.”
“I believe illegal immigration is a crisis,” said Senator Morrow. “Do the math. California has been dealing with an ongoing, structural General Fund deficit of nearly $6 billion. And I’ve seen estimates that illegal immigration costs California taxpayers between $12 to 18 billion dollars per year to educate, incarcerate, and provide health care and other services to illegal aliens. Our language will give the Governor the legal clarity he needs to proclaim an emergency should he deem it necessary,”
“By asking the Governor to declare a state of emergency, Speaker Nunez has acknowledged that California can no longer turn a blind eye to the very real threat of illegal immigration,” said Assemblyman Haynes. “I hope that he will work with the Legislature to provide the Governor with the authority to take action.”
The proposed legislation addresses these concerns by giving the Governor the explicit authority to call a state of emergency in regards to illegal immigration. Should the Governor declare a state of emergency, it allows for greater coordination and for the use of personnel and resources to address the problem.
“We hope that the Speaker will work with us to ensure that this bill through the legislature,” said Assemblyman Wyland.
