So, if the situation left by Clinton was so bad, why did Bush not try to fix it?  Why did he, in fact, make it worse?  I guess this is another example of Bush "kicking the can down the road" to another president. 

Now I've read the Newsmax piece, and one particular line caught my eye:

&lt;blockquote&gt;Congress did not make the financial commitment...&lt;/blockquote&gt;

...which is the same republiCON controlled Congress that is currently being forced to own up to their duplicitious ways.  So whose fault is it again?  President Clinton, who tried, or GOP controlled Congress that failed to fund the initiative, or kick-the-can Bush, who funded the dear leader's nuclear ambitions?

Or are we looking through the rose-colored glasses Bush seems to put on every morning:
