HAVA does not allow for private cause intervention. Were not talking fraudulent voting, but fraudulent voter registration. It one thing to register, and something else to vote. Given the average general intelligence involved, the biggest challenge is to get them all to read and blacken the right dot! Remember these are potential Democrats.
